Key stakeholders who are expected to receive communal services are:
leaseholders (or lessees) who own the flats; they receive the services, which they pay for with a service charge and
a resident of the building, being either the leaseholder or a subtenant of the leaseholder.
These are termed ‘internal stakeholders’.
