Biography

Paul is a Partner and Head of Telecoms at Carter Jonas and has been involved in the telecoms property market for over 20 years. Initially acting for operators acquiring sites for 3G rollout, he spent over ten years in regional portfolio and estate management roles at the UK broadcast infrastructure provider Arqiva and was involved in property-led projects including the digital switchover of TV, DAB rollout and the reform of the Electronic Communications Code in 2017.

Paul joined Carter Jonas in 2018 and leads a team of subject experts providing public- and private-sector property owners with advice, consultancy and support across a range of situations where the installation of operator’s telecoms apparatus impacts on property and land rights or use.

Regularly called as an expert valuation witness in the Upper Tribunal and county courts, or as a negotiator in mediation, he sits as a steering group member of the industry-led National Connectivity Alliance (NCA) working towards improving collaboration and best practice across the market.
