	The gaps between the frame and cover are crammed with debris and even if you did manage to get this cover up, you would never be able to refit this. I would not try to lift this cover but I would take a photo, make a note and explain to the client why I did not lift it.
	This is the only inspection chamber to this property and in my view there is no debate; you should not even try to lift this. Even if the edges were clear, the cover would be so heavy it would pose a risk to your health and safety.
