Although I am not a qualified electrician, I feel sure sockets are not usually fitted in this way. This unusual configuration suggests this is a 'DIY' alteration and will give you a trail of suspicion to follow. Current regualtions do allow sockets to be fitted under sinks if the system is suitably protected so it must be assesed as a whole.
