Behind these timber fence panels stands a large oil tank. There are a number of problems: it is closely bounded by a timber fence that is a fire risk; it is too close to the rear door and it is close to an open drain (a gully). The tank is around the rear of the house so the oil delivery driver would not be able to see the tank during the filling process.
