David McCullogh FRICS PPIBC is the Director of Operational Excellence at TPS a multi design consultancy. He has 35 years' experience in the field of Building Regulations and associated legislation, and was formerly Head of Professional Standards at Carillion Specialist Services Ltd; a private sector building control certification company (Approved Inspector). Prior to that, he was Building Control Manager at Hartlepool Borough Council.
David is a former Chairman of the RICS Building Control Forum/Faculty (now Professional Group) and still serves on the International Board of the Professional Group. He is Past President of the Institute of Building Control and a former Board Member of the RICS Building Surveying Faculty.
David has presented papers on various aspects related to building control at conferences and seminars at many UK and international events, and is a former part time lecturer on 'Statutory Control of Buildings' at Teesside University and on 'Access for All' at Hartlepool College of Further Education.
David chaired a recent Department for Communities and Local Government (DCLG) working party involved in looking at changes to Part L for 2010 and is now working with DCLG on the proposals for Part L 2013.
