John Houlden is a head of Burges Salmon LLP’s cross-disciplinary procurement team. He is a leading procurement and projects lawyer with a track record of advising on high-profile and complex regulated procurements across a number of sectors including a wide range of public sector bodies and utilities. John regularly writes articles and provides training to directors and senior management on commercial and procurement strategy and is chair of various Procurement Lawyers Association working groups.

John's extensive experience includes defence, education, nuclear, public sector and rail for clients including Nuclear Decommissioning Authority, Home Office, Department for Transport, Office of Fair Trading, Babcock, FirstGroup, Eurostar and Ofcom. He advises on commercial, projects, PFI/PPP, infrastructure, public procurement and state aid issues. He is experienced in advising on both contentious and non-contentious matters.
